Common Heritage of Mankind in Internet Governance

Almost twenty years after its inception, Internet governance has left the infancy state; heading towards a recalibration and strengthening of its structural shape and design in 2025, the substantive principles identifying the digital cooperation in cyberspace need to be further developed and freshly designed. A so far in the discussions neglected normative notion is the common heritage of mankind principle. The following considerations analyze the historical roots and importance of the common heritage understanding and then evaluate the potential ways of making this principle fruitful in the Internet governance context. The analysis leads to the conclusion that the concept can assume a steersman task and is suitable for developing innovative Internet governance functions.
